PHOENIX: THE PLAN 468 SERIES

 

468 IS ALL ABOUT CREATING JOBS, MAXIMIZING ENERGY RESOURCES, REVITALIZATION, MAXIMIZING COMMUNITY FACILITIES, PROVIDING FREE HEALTH CARE FOR ALL PHOENICIANS &

DEVELOPMENT OF LA PLAYA DEL SOL & SEAWORLD PHOENIX TO ENABLE PHOENIX TO BECOME A WORLD CLASS DESTINATION

 

"No new taxes proposed or planned for any Plan 468 Development!"

 

At the first meeting of the new City of Phoenix Councilmen, Robert D. Johnson, District 4; Nathan Oshop, District 6; and Jon Garrido, District 8, will move to establish:

 

 

Councilmen Robert D. Johnson, Nathan Oshop, and Jon Garrido will propose City of Phoenix grant applications be prepared and submitted to obtain President Barack Obama's economic stimulus funds to develop all Plans "468" developments to create jobs for Phoenix residents.

 

Executive Summaries

 

1. Plan 468 "La Playa del Sol and SeaWorld Phoenix"

  • "World Class Destination" status will be achieved with La Playa de Sol and SeaWorld Phoenix.

  • "8 million to 10 million tourists per year" will visit La Playa de Sol and SeaWorld Phoenix.

  • "Free health care for all Phoenicians" from $1 Billion per year profit of La Playa del Sol Casino casino will be used to purchase health care insurance for all living in Phoenix.

  • "Added light rail extension" from the Phoenix Convention Center to La Playa del Sol hotels, casino and SeaWorld" will explode significantly increase ridership of the light rail to La Playa del Sol, Casino and SeaWorld Phoenix.

2. Plan 468 "Free Health Care for All Phoenicians"

  • "Profit from the La Playa del Sol Casino will make available $1 Billion per year to be used to purchase health care insurance for all living in Phoenix" making available free health care for all. This means premiums and co-pays go to zero and the donut in Medicare is paid by profit from the La Playa del Sol Casino not individual seniors.

3. Plan 468 "The Phoenix Indian School Road Corridor"

  • "It is time for change from Downtown to Midtown" The primary focus of the current mayor and city council is to focus on development of Downtown Phoenix and in doing so, have abandoned the rest of Phoenix. The Gordon, Johnson, DeCiccio, and Simplot city council focus on Downtown Phoenix only attracts a few thousand tourists per year. Robert D. Johnson, District 4; Nathan Oshop, District 6; and Jon Garrido, District 8, want to make Midtown rather than Downtown the focus of the next generation of Phoenix.

  • "Job creation stands alone as the greatest need in Phoenix" To give priority to creating jobs for Phoenix residents, Johnson, Oshop and Garrido have prepared a plan to revitalize the center of Phoenix using the goal and strategy of Plan 468 The "Indian School Road Corridor" Revitalization Plan to convert Indian School Road from a dormant roadway into a vibrant business park corridor of new research and development firms, international trade and light manufacturing firms and other support and related businesses that will create retail and housing opportunities.

  • "Quality jobs for Phoenix residents" will be created by promoting business opportunities for Phoenix businesses from new commerce with Brazil, Argentina, Chile and Spain by establishing the City of Phoenix's Phoenix Global Commerce Center on Indian School Road.

  • "Moving Downtown to Midtown" is the new direction of Johnson, Oshop and Garrido to move City of Phoenix business services and assistance facilities giving priority to Midtown rather than Downtown as the priority of the present mayor and city council. It is time for a change from Downtown to Midtown. The creation of jobs and revitalization of Midtown Phoenix, Arizona is long over due.

4. Plan 468 "Phoenix Energy and Green Jobs"

  • "Re-cycles landfills from blighted land uses (brownfields) into sales tax revenue for the City of Phoenix"

  • "Makes re-cycled landfills into La Playa del Sol and SeaWorld Phoenix" by developing hotels, golf courses, retail, entertainment venues, lakes, and park settings.

  • "Reduce the City of Phoenix's energy consumption and CO2 emissions by 30% within 10 years."

  • "Invest 10% of the City’s energy expenses in energy-saving measures. Recoup investment through rebates and savings." 

5. Plan 468 "Phoenix Community Facilities Should Serve All Residents but do Not"

  • Where neighborhood retail shopping centers are found in close proximity to City of Phoenix community centers, Phoenix community centers will participate with neighborhood retail centers sponsoring weekly (not just once a year) events undertaken by both entities and other interested parties to build a neighborhood community. The Community Center will benefit by marketing programs and services to the community rather than acting in complete isolation providing services in the same way since the days of the dinosaurs.

  • "City of Phoenix centers will be modified to provide programs, services and facilities to all." Currently some City of Phoenix centers do not offer programs, services and facilities to all age groups.

  • The axiom: "The whole is greater than the sum of the parts" is profoundly applicable in this situation and the most perfect example of this is the non participation of the City of Phoenix Devonshire Senior Center acting independent and oblivious to the surrounding neighborhood which is a significant disservice to the City of Phoenix and its residents. The Devonshire Center staff must be mandated to leave their cocoon like attitude and join in a symbiotic relationship with surrounding neighborhood organizations to sponsor events that benefit both.

  • "City of Phoenix community centers acting in concert with neighborhood groups, small businesses, churches and other interested parties shall come together to build community" such as a successful plaza and community center extension to facilitate the use of a underutilized street space and/or a neighborhood shopping center thereby transforming a stretch of roadway primarily used for parking into an inviting and attractive open space adjacent to shops and cafes by providing entertainment, sports, recreational and neighborhood events coordinating joint utilization thereby attracting a higher number of visitors (shoppers, workers, residents) to stores throughout the day and evening and of course to marketing of the City of Phoenix community center.

6. Plan 468 "Phoenix Mixed Use Development Nodes"

  • "Mixed Use Development Nodes is the ideal model for urban living to work, live, shop, attend schools, churches, parks and entertainment activities" by developing central nodes from an urban planning perspective,  This eliminates the need to travel outside of the mixed used development node to work, go to school, go to a restaurant or any number of other destinations that now require some mode of transportation.

  • "Building community by Mixed Use Development Nodes" is an added importance of building community among the residents living with the "Node."

  • "Building urban living efficiency" such as the cost savings in eliminating fuel to drive to a destination when most destinations are a 10 minute walk away from residential use.

The Federal Election Campaign Act prohibits contributions from corporations, labor unions, minors, and foreign nationals who are not admitted for permanent residence. In addition, under this law, all contributions must be made from personal funds and may not be reimbursed by any other person. Contributions are not tax-deductible. Contributions can be any amount up to $410 per person.
